Adam Schein from NFL.com lists 9 teams on the rise.  Here is what he has to say about the Jaguars:

Yeldon can start at running back, while A.J. Cannshould start in the interior of the O-line. Defensive back James Sample is a perfect fit in Gus Bradley's defense. Receiver Rashad Greene can play and will help Blake Bortles in the passing attack.

<p style="font-family:arial, verdana, helvetica;color:rgb(34,34,33);">It's a big year for Bradley and Dave Caldwell. The coach and general manager both need to show progress. I believe in the combo and believe the Jags, who enjoyed a strong free agency period, will surprise some folks with the arrow pointing up.
 

 

Also the Raiders are 5th.  And I'm pretty confident Del Rio can get the Raiders to the level he got the Jaguars during his time here, but the question is if he can do more this time.

Considering where the Jaguars have been in recent years, it's easy to say they'll be a team on the rise.  How much they'll rise remains to be seen, but it has to get better eventually, right?

It all looks good on paper, but I want to see it on gameday.

Agreed.  All of the accolades about the draft are great today.  Let's see what the reality is once these guys get on the field.

This. Because we've seen 'awesome' college players turn to garbage on the NFL stage. I don't care how good you were in college, if you can't translate that to the NFL then it doesn't mean a thing. 
I hate to be the proverbial 'wet blanket'... but really, we have no other option but to rise or remain at or near the bottom.

Should really be even higher. The guys ahead were mentioned partly because of FA signing too, like Suh and Revis. Well by that measure they could have added the Jags #1 $$$ FA period that netted a new starting TE, RT, CB, and OTTO.

We got #4 based purely on half of what we did. 

I remember the days when our drafts were getting C- and D+ grades while teams like the Eagles and Baltimore would get A grades.
