I would guess:
Titans - Strong (WR) or Smith (OL)
Bucs - Smith (OL) or McKinney (LB)
Raiders - Collins (SS)

I think the Raiders will go OL and the Titans WR, but not sure about the Bucs...
The Jaguars have strong needs at RB, FS, and could be helped tremendously by players at other positions that are on the board like T and DT, maybe another edge rusher. Tampa, Tennessee and Oakland could all siphon off those picks.
Tennessee has pick 33, with remaining needs at RT with the departure of Oher, arguably RB and WR (even though they drafted Sankey last year and just signed Nicks), DT, LB to stock their 3-4, and DB. To me, TJ Clemmings, Eddie Goldman, and Randy Gregory are possibilities here.
Tampa needs to rebuild their OL. Fisher and Clemmings are possible here. Doug Martin has been a walking injury ever since his rookie year. They could get a RB (Coleman) to take some pressure off of Winston. They are okay at WR, but could certainly use a pass rushing DE, and Gregory could fit there, and the perpetual rebuild of their secondary continues.
Oakland could also use RB (Coleman) and OL...maybe another WR and TE. Defensively, they could use another DL, a bookend for Khalil Mack, and secondary help.
At this point, some of my hopes for the Jaguars at 36 include: RB Tevin Coleman, T TJ Clemmings, and Fisher, DT Eddie Goldman to upgrade Roy Miller, maybe take a chance on Gregory. I don't know if it's too early for Lockett or the WR from Ohio State.
