The concensus seems to be that it would be Lee and I think I'd agree with that. But I wonder if our coaching team still has hopes for him playing on the outside, in tandem with Robinson.
To me Lee didn't show enough on the field last season. I realize they were all hurt, and rookies but if I was going solely on what I saw last season.
Hurns & A. Robinson would start over Lee. If you draft a guy like Cooper he's going to be your #1 receiver!

If you believe Oehser when he says "the staff believes in Lee's ability to play on the outside", then you can speculate that they intend to play him at the Z spot in a traditional X,Y,Z system. Obviously - they all will move around and an impressive rookie could shake things up.
X = Robinson
Y = Slot guy to be determined (Don't sleep on possibility of D.Copeland or even Sanders here if one of them has a good camp)
Z = Lee
If they draft Cooper - he and Lee could both alternate between Y and Z.
If they draft White he could rotate/compete at X or Z.
I think they wait till the 3rd round or later and pick up a guy with slot (Y) skills and punt/kick return experience.
If Caldwell were to select Cooper or White in the 1st round, which I highly doubt, Lee would probably be best suited for the slot. However, Cooper was equally successful both on the outside and at the slot spots.
Football Outsiders ranked 66th A. Robinson (10 DYAR - Defense Adjusted Yards Above Replacement), Ranked 75th is A Hurns (-13 DYAR), 81st is M. Lee (-41 DYAR) and then Cecil Shorts III is 87th (-183 DYAR).
DYAR is like YAR except they adjust it for the opponent to calculate total value.

The slot receiver has to go between the linebackers and the safeties but a TE like Thomas can line up in the Y slot. If not Thomas its going to be a big fast guy whom can catch in traffic like Justin Blackmon.
The Flanker or Z position is usually the best WR whom has a space to avoid the jam, (if he lines up on the line of scrimmage the TE is not eligible to receive), he might not be that great at beating the press like the X receiver is whom will always line up at the line of scrimmage with a CB attempting to jam him.
Honestly you can have a player go from X to Z but going to or from Y is a big change. It is like asking a TE to play Center.
I would expect Robinson as X, Thomas as Y, and Lee as Z (or Cooper if he is drafted). I think Hurns could play any of the positions because he is versatile but he would flourish more at X in my opinion.

If Cooper is drafted I dont think they have to drop a certain player since Cecil Shorts III signed with the Texans as a Free Agent. I suspect if a player was to be dropped it would be Ace Sanders, since they signed a WR/ ST player already capable of replacing him.
I feel fairly certain that in no scenario (outside of unusual events occuring) would Lee, A. Robinson, or Hurns be let go as they most likely will be on the roster at the start of the season regardless of who GM Dave Caldwell drafts.
