Isnt this tampering?

The article said they are going to hire Gus's replacement in Seattle Dan Quinn as Head coach but have to wait till after the Superbowl now

How would they know they could come to terms or that Quinn wanted to sign there unless they've already been talking?

Dan Quinn already interviewed with them once. He will have another interview with the Falcons tomorrow.

I see. I was just under the impression that coaches couldn't interview until after their team was eliminated from the playoffs.

Second interviews are allowed until January 25. The Broncos would have had to wait for a first interview.
