There was a lot of change offensively. If I remember correctly, his 2013 season was still a regression from his breakout 2012 season.
A guy in his contract year shouldn't play as poor as Shorts did. Dude had a ton of drops. A team may bring him in, but I only see him as having a chance as a slot WR. Bortles definitely was not perfect on all of Shorts drops, but Cecil did drop a lot of good Bortles passes too. Does he have talent? Sure, everyone in the nfl does. Hes definitely not the most talented WR on the roster. I just don't think he's worth bringing back, unless it's on a one year prove it deal.
