The NFL and NFLPA did not like how Miami handled Matt Moore's apparent head injury during the playoffs in Pittsburgh, so they investigated it. The result was not good.

Well yeah id hope so. Matt Moore was pretty much dead after that hit and back in the game 5 minutes later.
Putting him back in the game after only one play was stupid. It looked like he could have a broken jaw the way he got hit.

I don't understand what the deal is other than the blood in his mouth.

He was out for almost a full five minutes by a real clock and checked out fine. From what I understand, he has not shown any symptoms after the fact either. The whole "he was out for one play" angle is being exploited for a PR move by the League.

Apparently it takes more than five minutes to figure out if his jaw bone broke. I was worried about that, not a concussion.
I remember another instance earlier this year when Tyrod Taylor was literally knocked out for a few seconds and he stayed in the game. They gotta crack down on that.

The Bills were cleared of any wrongdoing for that one. In fact Ed Hochuli was praised for how he handled it in the investigation letter.
