It's actually both ways because there's an option bonus involved that forces a decision from the team before the bonus is paid out.

He's a backup, you don't pay backups what you pay starters. He's just a guy, you keep him if he's cheap, let him walk if he gets offered a bigger contract elsewhere - which isn't that likely anyway.
