Unless I'm mistaken, Jimmy is on parole. His original release date from prison in Mississippi was November, 2018. He was only released last year in June, and that was to house arrest.
I am guessing he was and is monitored closely for those activities.
He didn't sound drunk to me. He probably had to get permission from his parole officer to leave the state which likely included some testing from a cup upon his return.
