if 2 teams tie for the worst record in nfl,and are in different divisions how does the nfl determine who gets the first pick. Like if Jags tie with Oakland,or Tampa bay by seasons end. I don't think it will happen though,i think jags are gonna win a few more games. I am just wanted to know.
If two or more teams are tied with the same record at the end of the season, the NFL goes by strength of schedule to determine who gets the earlier pick.

The team with the weaker schedule picks ahead of the team with the stronger schedule.
It actually has nothing to do with the division. If the two teams only we play against have better records than the two teams only the Titans play against, they would pick first regardless of who wins our second game against them.
Of course, since 2002 that scenario has never happened.

You know two games are different for all four AFC South teams, right?
For us, they were the Chargers and Dolphins. The Titans have the Chiefs and Jets. So we have a tougher schedule because the Dolphins are playoff contenders while the Jets have only two wins.
If we end up with the same number of wins as the Titans, they will pick first because the AFC East games.

I believe also the picks rotate through the rounds too. Last year there were a lot of 4-12 teams. We picked third in the first round but 7th in the 2nd round bc we moved to the back of the 4-12 list and Cleveland moved up. Then it was 3rd round 6th, 4th round 5th, and so on. That's obviously without trades.

That was crazy. There were also a lot of 8-8 teams, including two with the same SOS. Of course when people say who will pick first when records are tied, they are only talking about Round 1.

Head to head does not matter. That is only for the playoffs.

Division tiebreakers (if the teams are in the same division).
Conference tiebreakers (if the teams are in the same conference).
Coin flip(s), which occur(s) at the pre-draft NFL Combine.
