He does stare down receivers but It also seems like the plays are going to one half of the field with Bortles. Which means Fisch doesn't think he can read the entire field. If what I'm seeing is true, that, along with not throwing past 5 yards makes it really easy for defenders to get a jump on passes.

Bortles is making very bad decisions. He's not seen open receivers on two third downs so far. He has to do more to keep drives going.
We can't leave their offense out there that long - or our secondary will be exposed.
They need to let Bortles call his own plays in a no huddle offense, he doesn't look comfortable running the plays Fisch is calling
I'm really tired of arguing why we suck I've just accepted we suck and given up on trying to figure out why
