No they don't, even if you sign a contract that says no dishes, that clause in the contract is illegal because of OTARD. Most people just don't know about it. They can say you have to put it in the back, but if you can only get a signal in the front, they can't do anything. All you have to do is send them a link to OTARD and their lawyers will go away. Trust me I know, they even tried to fine me for city code violations. I sent them the OTARD link and told them to go away and deal with the Feds.

The backyard is owned by all 50 homeowners, so there are restrictions on what Mom can put in it. She said a lot of HOAs are like that.

You could find someone who has DTV and NFLST and then pay them the fee for MAX which gives you the online streaming. There is only 1 stream allowed at a time though, so they wouldn't be able to use it.

You can put the dish on any part of the property you own, but yes any shared property they control. So if you have a patio, balcony, porch, etc you can put it there. If you also own the roof, siding, etc you can put it there.
Yes, you can put the dish on the balcony or patio without the HOA restricting it. Our HOA in our neighborhood had that rule too and it was mostly to prevent those huge satellites from the early 90's, like Primestar that were about 4 ft in diameter, from popping up in everyone's yard. We had to amend our rules to comply with the new law.
However, I would never give another dime to that crappy company Directtv again. I'll watch the games on NFL network later if I want to watch a particular game.
