He was a Gene Smith acquisition. (waiver wire I think) So they definitely aren't tied to him strongly. He does have a nifty ability to get around the edge and he's a solid KR guy, but I'm not sure that's enough to save him if he doesn't show more in the coming weeks.

You are correct with who is returning kicks to be telling. Also, I think it unlikely that Toby plays more than two drives. Which means Todman would get a lot of opportunity to strut his stuff with the 1st team. If he does well today or early in the season, is he just working up his trade value (not a regime pick)?
If they use Todman a lot in the run game or have someone else returning kicks, I see it likely that he is on the block.
