Talk about moving up the ladder quickly. He is going to pretty much be a puppet for Whaley, but good for him. 

So I was wondering if promotions from inside are still subject to Rooney rule (obviously doesn't matter in this scenario) but still.

The problem he has will be getting rid of a good portion of that staff and he has to be willing to move on from Tyrod Taylor and EJ Manuel.

They're not. Only external hires.
