The debate is kinda pointless IMO
Every GM uses BAP and "need" when they draft.
The degrees and ratio vary - but no one is all one or the other.
Gus Bradley said in the press conference wrapping up the draft that Colvin was a pure BAP selection just as I suspected. This draft for the most part was BAP by need but when BAP trumps the need by a margin as Colvin did in this scenario you take the BAP.
Many, if not most teams use clusters for their draft board. If a player is in a cluster with the highest remaining player on the draft board, often in that situation a player with a lower grade is the draft selection if he can fill a greater need. Of course the size/ range of the clusters differs from team to team and are subjective. Hence, even if one team graded each player the exact same way as the other team, team 1 might consider a player a reach but team 2 might not.
It's really not much different than selecting teams playing backyard ball.
You want who you feel are the best players on your team.
Instead of two captains selecting for two teams, there are 32 teams. Instead of a handful of selections to choose from, there are hundreds.
BAP based on need. That seems to be it IMO.
