I'm not terribly interested in a second QB at this point, especially with Mettenberger gone. Only one guy is on the field at a time, and with Henne and Bortles, we're pretty well set at the position. Plenty of holes on the rest of the team that could be filled this low.
I think 'MURRICA is our new Bouman.
In case of emergency, raise the American Flag, release the eagles. Just in case Bortles isn't ready yet.

Small hands under 9" iirc. I was looking into him a few weeks ago he's got some talent but if we go for a guy this late I'd take Matthews from Cornell or Tajh Boyd
Jeff Mathews. He's the perfect developmental QB with prototypical QB size.
