That's not a smokescreen.  It's just round one of the draft for a competent GM. 
 

Apparently he's not the only one who doesn't know what it means, either.

Tony Pauline (about an hour before the draft) did say the sentiment around the league had the Jaguars taking Watkins, due to BAP matching a need, no one saw the Bortles pick, so if it was a smokescreen, it was a darn good one.

Considering the fact that in the day leading up to the pick last night, there were tweets and reports flying around that the Jaguars were pretty much interested in every player with a first round grade, there was a whole lot of smoke being spread around.
