For every non first rd QB that makes it, there are a dozen that don't.
The reason these guys didn't go in the first rd is because they have a major flaw they will have to overcome.
There is no crystal ball that says which of these guys will overcome their flaws. Every team hopes they can find that steal of the draft QB. You can't just decide you are going to find your future QB later in the draft. You don't have the luxury of hindsight when you are drafting.
Drafting in the later rounds is more of a crap shoot. Usually the flaws that caused them to be later draft picks are the same flaws that prevent them from ever having success in the league.
Day 2 QBs can work out (albeit pretty rarely), once you start to get into day 3 QBs though...that's when you really start getting into the woods.
Since Romo, over the last dozen years, there have been right at 100 QBs drafted on day 3 and the only 3 QBs that have stuck as semi long term starters are Dak, Cousins, and Tyrod right?
Dak obviously would have been a day 2 pick if not for the DUI, and I think people are still awfully skeptical about if Tyrod is actually a franchise QB. So we have maybe Cousins as the only true day 3 franchise QB drafted in the last dozen years?
Siemien was a 7th rounder
I think what keeps biting the Jags is the last 2 QBs we've taken guys that moved up draft boards late in the process. Every one sees there size and say he looks the part and forgets how they look on tape.
I fully support Bortles getting another year and I know he has the potential to be a stud, but if Mahomes falls to the second, or another guy slides in the draft that has great upside, we need to pull the trigger for a backup plan.
If Bortles flames out we have our own "kurt cousins" sitting on the sidelines ready to step in.

Yup. I'd much rather, at this point, take a chance on the faller rather than the last minute riser.

Sarcasm meter blowing up aside, I'd kill to have a guy like Garrard at this point.

And he's terrible.
It's an over-drafted position because of the value. There's a high failure rate and that leads to such ranges in selection. Giovanni Carmazzi and Spergon Wynn looked like 10x the prospects Brady ever did. QB's are a tough business to be in.

He's not really that bad. Has good mechanics and arm , their line is awful right now.

Semian's not terrible. He's just not a top tier talent. According to Bucky Brooks, "The second-year pro has posted a 16:8 touchdown-to-interception ratio and an 88.1 passer rating." With a good supporting cast, he is adequate to win. He's not going to carry the team like Tom Brady or Peyton Manning (pre-2015). But I think it'd be great to have a competent, average QB1 who still has some ceiling left.

Ok not terrible like Blake has been, but not a top ~20 QB and certainly not a guy that a team stakes its future to. That was my point.
