Suppose there were an NBA style draft and trade deal involving the Jaguars and Texans, who would, under this scenario, want Khalil Mack, and trade Clowney to the Jaguars in exchange for Mack and other picks.
What would be the paramaters?
Those sorts of deals are rare.
I can only think of three in my lifetime.
The first happened in 1989, when the Cowboys selected G Steve Wisniewski at the top of the 2nd round, and immediately traded him to the Raiders, along with the 140th pick, for the 29th pick, the 68th pick, and the 119th pick. Keep in mind, there were 28 teams in the league at that time, and no compensatory picks given since there was no free agency as we understand it, just plan B, where only the bottom 5 or so players on any roster were exposed to free agency.
The second time it happened was in 1991, again involving Dallas, but this time involving the Lions, and a player who would eventually become a Jacksonville Jaguar, DT Kelvin Pritchett. Dallas picked Pritchett somewhere around pick 20, and sent him to the Lions for 2nd, 3rd and 4th round picks.
The most recent happened at the very top of the 2004 draft.
The Chargers selected QB Eli Manning first overall, who did not want to play for the Chargers.
The Giants selected QB Phillip Rivers 4th overall.
In exchange for swapping the QBs, the Giants sent the Bolts their 3rd round pick in 2004, their first round pick in 2005, and a 5th round pick in 2005.

Of course, there are key differences in the Giants scenario and our hypothetical that would impact price and probability of it happening.
1. The deal does not involve QBs.
2. The distance between the picks is less (1-3 vs. 1-4).
3. The Jaguars and Texans are division rivals, while the Giants and Bolts were not even in the same conference.
The Bolts actually hit on the players they got from the Giants (Kaeding, Merriman). But perhaps the most important lesson from this is that the Giants still managed to reach the Super Bowl despite losing out on the 3rd round pick in 2004 and the first round pick in 2005.
