I think he would do wonders for Bortles.
Considering that it's all but a given that Caldwell is going to stick around and Bortles will be given a far stronger chance than he deserves, trading for a HC like Payton that can't refuse might be the best option. God knows it's going to be super hard if not impossible to get any other proven top of the line offensive coach to come here on their own volition at this point.

Doug Marrone was an OC under Payton so that connection would be there. If the price was right, I'd be cool with Payton. Heck, just leave the defensive staff as is an let him focus completely on the offense.
