I can't believe a cougar had the hots for a 13 year old in the first place.
Was the cougar in a minivan and saw him on her way to a PTA meeting?

This is a very strange story. Man sees cougar stalking his son, so he hands a gun to his 11 year old daughter and tells her to shoot it?

Maybe he knows she's the shooter of the family, and he can't hit the broad side of a barn.
I was expecting an older brother, and a much, much older "cougar" based on the title.
Cougars were plentiful when I was younger. Now that I'm older, I never see them anymore. I miss the good old days.

Sounds more like the Dad told her to shoot the cougar and the whole stocking her brother thing was just an excuse to put down the cougar. OR she didn't really shoot the cougar.
I know if a cougar is stalking one of my sons, that's not the time I'm going to let one of their siblings practice their marksmanship.
