Dave has given several subtle hints during the Fan Forums that Manziel is not his QB. I think his hints say if Teddy is on the board he will be the pick, and if Teddy is gone he would also be more than happy with Clowney as option #2.
If those two are both off the board then I have no clue, but I think I could fairly safely rule Manziel out based on Dave's criteria and expressions when talking QBs and especially Manziel.

Luke Joeckel did not tear any tendons or ligaments. He had one clean break that did not puncture the skin. So there is zero chance of permanent damage occuring.

Dave was extremely honest with us last year though. He said many times that OT was the strength of the class and singled out Joeckel as an extremely impressive prospect several times as well.
It's funny because we all thought that was a smoke screen last year since we already had a very solid LT in Monroe but Dave wound up being shockingly transparent.

Based on that, we can safely assume Caldwell never lies and probably will pick Clowney or a quarterback at #3.

However if the Texans pick Caldwell's favorite quarterback and the Rams pick Clowney or trade with somebody who wants him he will
not pick his second favorite quarterback there because that guy is not going to be a better value at our pick than someone like Barr, Mack, or Watkins.
Johnny is the best passer in the class, I don't care about height, weight or anything, Johnny is the most accurate with the football hands down. Too bad he will be a Texan :'(

If you want to make claims like that, you need to back them up not only with his career attempts, completitions, yards, touchdowns, interceptions, and passser ratings, but also each statistic going left, middle, and right; inside and outside the pocket; with a clean pocket and under pressure; planned and unplanned. You also have to provide numbers for throwaways, spikes, and miscommunications, as well as drops by the receivers and receivers running the wrong routes, intentional grounding penalties, and illegal forward passes. Scouts look at all of that when they evaluate quarterbacks.
Also, there is no reason to worry about the Texans picking him. He is not a good fit for their offense.
