I get what you are saying, but I like the number rule. It would be kind of strange watching a QB drop back to pass in a number 99 Jersey.

No, and there are exceptions to the numbering rules of the NFL. Devin Hester wears number 23 as a wide receiver, and Dexter McCluster wears 22 as a wide receiver. 

Devin Hester officially switched to WR and was still able to wear #23. I don't think his position has much to do with it.
