The coaching staff is going to change. That's a given at this point. My guess is that Caldwell will be looking for a head coach with a track record in the NFL, and someone who has proven to be capable of developing struggling QBs into effective starters. Bortles is going to have a significant impact on the decisions made with the new head coach.
If everything is close to equal, I definitely agree that hiring an experienced NFL HC would be the best course of action for the Jaguars. And at the very least, he would have to have an excellent plan in place to getting the most out of the QB position. Including a list of viable Offensive Coordinator and QB Coach candidates.
Related to what you mentioned, two of the reasons why Jim Caldwell was hired as Lions HC in 2014 was his in-depth plan to get the most out of Matthew Stafford and the QB participating in one of the team's interviews with Caldwell. If Dave Caldwell believes strongly that Blake Bortles is still the Jaguars long term solution at QB, why not at least get Bortles' input on the direction of the coaching staff!

Because Bradley is coaching for his life and Bortles is still the best option. Fire Gus and tell Marrone and Hackett to play Allen. Bortles needs to go work with his mechanics coach for 6 months. Or bring in Jordan Palmer on a permanent basis.

As for Bortles...
Right now he's broken. I've talked about how his arm appears to be shot after leading the league in passing attempts this year, and in this last game you could really see it at times. Others are quick to mention broken mechanics, and there are other theories. Clearly something is wrong, but I'm convinced he can be fixed. What Caldwell needs to do is go out and fine the best qb coach money can by. There is someone out there... I'm sure of it... who can look at Blake and will know exactly how to fix him. I'd also bring in Tom House for a refresher coarse.

Ben does have a bit of a wind up when throwing deep. Difference is he's accurate and quick on the short/intermediate routes.
If Blake can use his "on the run" throwing motion while in the pocket we'd be fine.
