This is the kind of thing people need to pay more attention to but don't. Remember when Duke/Progress said they only needed to 'temporarily' raise rates to subsidize a nuclear power plant that they were building. Yeah the rates never lowered despite the new abundance of cheap nuclear energy.
Power, cable, and water companies are pretty much all 'legal' monopolies that screw the end user over IMO.
I would bet dollar to donuts that hidden in that ballot is ways for them to make it illegal for you to become a producer( or at least much harder) on a small scale, and a reduction in the rates that they are forced to pay you for extra solar now, plus protections of exorbent fees for being a 'backup' just like they do in california.
