I tried giving a user a negative rating on a post, but it just now didn't work. I tested it out by clicking the rate button on another user's post too but it didn't work either.

Yeah, I'm on my computer and I am using the "Legacy Jungle" theme.

I reported it a while ago. Was told the Legacy theme will be eliminated so I don't expect it will be fixed. The issue is a JavaScriptVoid error on the button.

Legacy theme will be eliminated? That's not good for me because on a desktop computer, that was the only theme that looked normal compared to the old format? The others didn't seem to work as well.

At this time the legacy theme will stay so that users will have a choice. I'm also working this issue at the moment along with a few others. I'll post an update when I get it fixed.
On a side note, I personally prefer the legacy theme myself since I'm a desktop user the majority of the time.

Ideally, it will eventually get to the point were all the issues with the "Throwback" theme have been addressed and the "Legacy" theme can be decommissioned.
I will be honest that, from a development point of view, most of the effort is going into the "Throwback" theme, so hopefully we can convince everyone to eventually upgrade!

I suggest trying the "Jungle Responsive Throwback" theme.
