Clear PI in my opinion. Bouye was stonewalled by a stiff arm (even leaning back) for the last 1/3 of the balls flight. 

Literally cannot stay on a receivers hip while he has a fully extended arm to your chest. Natural reaction is to grab at the hand stuck on your chest, when brown dropped his arm it may have appeared he was being held. 

Either way it’s an easy call for a ref if he somehow missed the blatant full extension due to the clear upright / backwards leaning torso of the DB
