This team is forward thinking. If they take a first round QB it isn't because they plan on shifting Bortles this year. It's to develop behind him and either take over down the line or trade. It would have to be a QB that they consider a reasonable approximation of BAP, and Jackson could conceivably fit that bill.
Because in 2 years if bortles plays even average on a good team, it'll be time to start talking about him getting paid again too, and that's gonna probably be a fairly huge deal, so having a young guy in the bench that's been learning the NFL slowly would be a lot less expensive, if you trust that they can give you close to what bortles was or better.
If bortles doesn't play average and he regresses, then you need the new QB anyway.
