Other than Cooke, it's hard to say. The only spot I would imagine (minus an injury) would be RG, but I'm tentatively expecting Cann to be there.
I'd say Chark upgrades our WR group regardless of if he starts or not.

Will Richardson probably too.

Bryan may not start this year, but if he pans out he'll be a starter for years to come.

Some might not have an instant impact, but I think Chark and Richardson could.
Taven Bryan will get rotational reps this year, provide valuable backup in case of injury, learn from the quality vets on the squad, and take a starting job in season 2 when one of the high priced vets are released for cap purposes.

DJ Chark will get rotational reps at the minimum, and has a shot to start with his speed and length as the year and his development progresses. I am sure they would love this guy to command the position, so a more expensive Moncrief with similar traits can become expendable after the season.

Ronnie Harrison is best suited for the strong safety spot and will learn from Barry Church for a year, and play a big role on special teams. In season 2, he'll take over the starting role, and the Jags can save $6.2m in cap from an aging Church.

Of these 1st four round draft guys, I think Will Richardson has the greatest chance to start at RT. Parnell has been a mediocre right tackle. If Richardson beats him out, the Jags could save $4-5m in cap this year (that can be rolled over for next year when needed). I think it's more likely that Richardson is cross-trained to compete with Wells as the game day swing tackle. But, there is a chance that he could bump Parnell.

My only question is, barring injury or a trade did they draft anyone that will start next year? Anyone that is better than the starter that is currently on the roster? If not, is this normal? How often do teams have entire draft classes that don't get a single starter the next year?

I think you'll be looking at Chark as a starter this year by mid-season at WR. It's very possible in 2019 though that we're looking at Harrison starting over Church or Gipson in the secondary and also Richardson at RT could potentially be starting this year by mid season in place of Parnell or definitely in 2019.

Bryan stands a good chance as well by 2019. Just depends on how the team wants to scheme him. Is he a permanent fixture at end or tackle along the front four? Assuming he'll be treated like Rob Meier as a rookie and work every position in the trenches. The staff will probably look to see if he's strong enough to play like Dareus or Jackson inside or eventually take up where Campbell may dip in production due to age? Just depends.

But I personally feel from everything I've read and seen highlight wise. Basically our first four picks from this draft class could be starters by mid-season THIS year or definitely by 2019.
