It is a basketball term for an assist. In football terms it is usually a nice pass or a TD. Because the QB is like the Point Guard of football.

"Dropping a dime" in football means he threw the ball to the exact, perfect spot. Dimes are our smallest coins.
He was essentially telling him it was a perfect throw.
