This is the highest paid defense in the league.  We should be better than just above average

This does not take in account game flow. Jags have been behind or blown out in 4th quarter of most games. Other teams are often less aggressive in those situations.

Then why are the Raiders and Giants some of the worst teams on 3rd down in the 4th?
