America should not be in the business of babysitting other countries. If a natural disaster takes place and America has assets available to assist, do it. If a country can't keep their neighbors in check, that's not really our problem. Losing the Korean peninsula doesn't mean what it would have 30 years ago, and frankly I don't think Kim Jong Un would attack them anyway. And I know you were being sarcastic.
