In the movie franchise “The Purge,” once a year, all crime becomes legal for a 24-hour period.

It’s a terrifying thought and an idea that should stick strictly to a fictitious movie universe.

So this is basically the same thing that happened to Waldo and Hampton. Different cause, same effect: the local PD closed up shop and FHP took over as the police department. Last I checked, both of those cities are still around. They'll live. The sheriff is being dramatic because he wants the funds.
