A Coast Guard lieutenant who was arrested last week is a “domestic terrorist” who drafted an email discussing biological attacks and had what appeared to be a hit list that included prominent Democrats and media figures, prosecutors said in court papers.

Sounds like a Class 4 thought crime. Was there an actual crime committed? Most gun guys thought the "arsenal" was rather pathetic. Was he going to rid the world of pheasants ans chipmunks? And what's with the "draft" emails and "draft" letters? Doesn't that mean they were never sent?
