GMs don't need to be scouts. They need to be able to manage a roster. With the cap, they need to make the right decisions on signing players to fill holes, resigning players, and drafting replacements.
Scouting helps, but being able to digest the info scouts provide and make the right selection to fit the roster is more important.
Managing the salary cap and roster 2-3 years in the future is more important now.
