Jaguars place Telvin Smith on reserve/retired list

The Jaguars placed linebacker Telvin Smith on the reserve/retired list Wednesday as they opened up training camp. Smith previously announced he would sit out the 2019 season.
Does anybody know if Telvin can change his mind before the season starts?
I believe he does not count against cap and he can be reinstated up until week 13 I believe.
I wonder if this means Yannick's new deal is done by Friday.

I read somewhere that Smith filed his retirement papers with the league and we'll get back his $9.75m to our 2019 cap space.

Actually there's no definite answer to when we can spend that money. Just that it should be credited back.

Nothing will be done with that money, if he comes back Week 3 then the prorated amount gets put back against the cap. They can't just use it for some other player.
