All threads lead back to Tebow.   He actually takes up 2 roster spots; that's just how good he is.

I don't think he's here to mentor other players.

I was thinking we added a rookie returner this offseason but we didn't. So - the only guy he'd potentially "teach" would be Claybrooks. 

Uphill battle for him to stick with Agnew and Claybrooks to beat.  Was bested by a rookie in Carolina last year sharing return duty. At least they've got numbers to compete for the returner spot.

Yeah. It's been debated here plenty in other threads, but that doesn't keep coaches from signing vets who may not present a ton of competition, but who WILL demonstrate to young players how to work through an offseason and prepare.  Especially if the position group is young and in need of example. 

And there have been many veterans who were openly outspoken about mentoring younger players while having no plans to concede their position on the depth chart to them. 

Calais Campbell was a great example.  Many of these guys have enough of a team first mentality to mentor. 
Smoot recently revealed that Ngakoue used to help him with pass rush moves every single day after practice. 

As mentioned - Cooper doesn't fit the mold of a mentor signing with only one young player in the room, but now Claybrooks will be taking reps alngside two experienced return guys in camp and that's a benefit to him whether the other players have that desire to mentor or not.

I remember Torry Holt being asked about mentoring young players and he said Yeah, I'll mentor them all the way to the bench
Does this mean they will be running return trick plays with 2-3 returners, laterals and fake laterals?
Didn't we pay a KR like 7m?

No, it means 2 (maybe 3) of these guys will get cut in the next 2 months.

Agnew is on a 3 year deal with 4 million guaranteed

I would be looking at him to be the voice of experience when it comes to return game.

Agnew is the defacto return guy unless something goes wrong. 
Claybrooks is the penciled in backup returner. 
Cooper is camp competition for these guys.

Agnew - APRY 12.7, AKRY 28.0, RTD 1
Cooper- APRY 5.9, AKRY 23.9, RTD 0
Claybrooks- APRY 4.0, AKRY 22.0, RTD 0

Career:
Agnew- APRY 11.6, AKRY 25.8, RTD 4
Cooper- APRY 8.9, AKRY 24.3, RTD 1
Claybrooks- APRY 4.0, AKRY 22.0, RTD 0

Cooper had a great All-Pro level 2017 season as a returner. However, he has been very mediocre since that time and trending down each season. Agnew is the clear front runner for the return specialist role. I don't see Cooper making the roster. (Claybrooks' stats have a very small sample size for comparison productivity purposes)
