That's a temp jersey.  He'll be wearing his desired #16 as he has NFL seniority over the person currently sporting that number.

There's no such scenario of NFL Seniority w/respect to selecting a #. There's many players that has signed to other teams of which had to switch #s. Albeit, a player can ask to purchase that # and or the team could release a player w/said #, give it to the newly signed player and later resign the released player. IJS.

That's pretty ridiculous (not that I'm really surprised coming from you).  If he wants said jersey number he either has to pay up or hope that the current holder of that jersey number gets released.  Either way, I doubt that he even makes the final roster.
