It's okay if the same net amount of energy production occurs in the world (i.e. the environment), as long as our own country doesn't do the production and therefore benefit.

What crippled domestic energy production was a price war between Russia and Opec, during the Trump administration.  Oil prices were as low as $37 per barrel back in May 2020, and at that level, a lot of domestic production had to shut down.
