I have done a few deep dives on Haitian history over the years (strongly recommend the "Revolutions" podcast and various YouTube series) and the theme that comes up over and over again is overpopulation.  As Haiti faces various crises, there are simply more people there than can be sustained with the resources there and current technology.  The French deliberately overpopulated this half of the island when they were in charge.

To really help Haiti, an international negotiated solution is needed.  We need to move about half the people off the island over the course of a decade or so.  We need to negotiate which countries will legally take them in.  France should be at the top of the list, followed by Canada, then the US, then Bahamas, Turks and Caicos, then some of the more prosperous African countries.  The people staying on the island will continue to need aid for a while, but once they stop having to eat their seed corn every year, they should be able to develop a sustainable economy.

We should colonize Haiti. We could bring it up to the level of Puerto Rico within 10 years and that would be a marked improvement.
They got themselves into that mess - they can get themselves out. Or not. We shouldn't care.

"They?"  If you believe in assigning collective responsibility like that, think it through.  You could be assigned responsibility for a lot of stuff perpetrated by some group someone put you in, too.

I'm sure there are a lot of people in Haiti that never cut down a tree, or wanted to cut down a tree.  Just like you're not responsible for racism or slavery or school shootings.  

So, watch out for "they" because you could be put into a "they," too, when you have no personal responsibility either.

It shouldn't be all on us to fix.  And colony is the wrong word.  There are two reasons colonies are created.  Either to spread your population to the area, or to set it up to export commodities to you.  We don't have people eager to live there, and they can't even feed themselves.

Right.
They cut down those trees to cook food.
They have a lot more mouths per acre than the Dominican Republic does.
The French set them up that way.  
Overpopulation is the root of the issue.

US military occupies country for 20 years.  US begins training officials to take control of the government.  US withdraws and the leaders create a dictatorship.
