A lot of the serious problems we have in the US trace to the judicial system moving too slow. If everyone who is arrested could have a court date within a week, there would be no one debating cash bail. We need more judges and more accountability encouraging our judges to close cases quickly.

They all need to be sped up.  The judges, prosecutors, and defense attorneys all need to work on speeding this stuff up. Congress can help too, by passing laws that clarify how the 4th thru 8th amendments are supposed to work in modern digital society.  As it stands now, a convict can appeal by alleging that his 4th amendment rights were violated, and maybe the appeals judge, after reading 200 pages submitted by each side, will come up with some novel interpretation of the 4th amendment that needs to go all the way up to the supreme court. It's nuts.

The word cruelty can be defined many different ways and is open to all kinds of interpretation from one person to another.

Ambiguous wording and the semantics inherent in that are the problem.

I agree.  We need a Congress with some cojones to define, by amendment if necessary, what cruelty is, among other ambiguous terms.
