Americus, he's probably still on the team's "payroll" somewhere, even if they've removed him from the roster online and reassigned his number. I really do recall seeing that the team couldn't pursue his signing bonus if they released him. It's possible that they're just going to squat on his rights invisibly until the day he dies of an overdose of the stupid drug, or maybe they've already decided that he doesn't have a penny of it, he'll never have a penny of it again, and they're tired of wasting their time and money pursuing it. Maybe they're just squatting on his rights to make sure the Rams don't sign him in their ongoing quest for the perfect left guard.
The team made it clear several times they are keeping him on the suspension list because there is no financial risk. They pay him nothing.
Perhaps he is to be reinstated soon!!!

The Jags won't be cutting Blackmon any time soon. Hell, RJ Soward is still officially on the Jags roster on one of those specialty list just so we can maintain his rights.

Oddly enough Blackmon is the player listed as #14 and Wynn does not have a number next to his name. They need to fix that.

J-Dub, which roster are you looking at? Because the one on jaguars.com lists Wynn as 14 and doesn't show Blackmon at all. You need to fix your post.
