This is sick.

While the title and article are true, it doesn't really affect people that aren't living in the state. The tax is a yearly tax on your wealth. If you can't pay because you don't have liquid assets and are actually middle-class income wise, then they will just bill you and then when you leave the state they will setup a payment plan.
