There is a standing order in the 9th circuit Court (basically everything West of the rockies) that they can't do anything about homeless camps unless they have open beds at their shelters.
Doesn't matter if you elect a Republican mayor or Democrat one, the camps stay until more housing is available or the folks decide to move on their own.

Oh, I thought this thread was going to be about California having a GDP that would rank 5th largest in the World if they were a country. Looks like their incredible business growth, driven by Democrats, has also resulted in tremendous wealth and conversely, increased homelessness

They have an excellent business environment and educated workforce.  The only problem is the zoning says the state's full.  No one wants to let their neighbor convert their ranch home into a quadriplex. So too many people want to live there and there are not enough homes.
Now, their recent refusal to prosecute shoplifters may fester and become their #1 policy problem. But for now it's housing by far.
