In most of society anyone can adopt any nickname they want, but changing your last name is rare and frowned upon outside of women getting married.
Maybe there will be more Chad Ochocincos in the future though.

Ok, since no one else explained your error I will. Player LAST names go on the jersey and are required to be the player's legal name minus any professional titles like M.D. or Esq.. All of your examples are FIRST names which the League (and pretty much everyone else in the world) doesn't have any issue with a person using, except in specific cases like government, Court, and healthcare. The original XFL permitted players to put whatever they wanted on their jerseys.and it didn't have to even be a name. Rod Smart did not go by Rod He Hate Me, it was a message, and the NFL still doesn't allow something like that no matter how many Bill, Chip, Andy and Treys play the game.
