No team is moving to London.  Well, what player wants to pay 45% personal income tax and an additional 20% VAT tax on purchases?  That salary cap gets real tight taking that into account.

You won't have to worry about the salary cap.  Because zero free agents would want to play for a European team.

St Louis and Orlando are threats as well.  RDU wouldn't be a bad choice either, they could keep the name and the TV rights.

St Louis is possible Orlando is not happening. Orlando is surrounded by 3 NFL teams already, all within a 4 hour drive.
