One of the eagles was laying on the ground grabbing at his legs, when the other defender hits him. Isn't that a penalty along the lines of "A defender cannot initiate a roll or lunge and forcibly hit the passer in the knee area or below, even if he is being contacted by another player."

I don't see how. Love is trying to extend the play here. A situation where a guy is on the ground and grabbing a leg and the other guy coming in and is initiating contact which brings the QB down awkwardly, its just a product of the situation in my mind. Trying to penalize that effectively turns the game into flag football. The outcome sucks, but this is often a violent and dangerous game. This stuff will happen from time to time. I hope he isn't out for the season. Malik Willis will lead that team to 4th place in the division behind Minnesota.
He wasn't a "passer" at the time. They mean while in the motion of throwing the ball.
