I personally feel like that whole situation needs to stop. Putin needs to stand down and leave Ukraine alone. Ukraine needs to rebuild and the US most definitely needs to send no more money or aid. We've done more than enough. We are not the world's ATM.

It needs repeating: in 1994, Ukraine was persuaded to give up its nuclear weapons to Russia in return for the US, the UK, and Russia guaranteeing Ukraine’s sovereignty, security, and territorial integrity.

The document is then reviewed and once both sides are ok it goes back to the signers and their people for final review. Then you finally sign the agreement.It is really not binding until this point.
