Not sure yet. You still have Luck and Rodgers that need to be mentioned first. With Manning out I'd imagine Rivers and Brees along with Brady will be the next QB's to retire. So Bortles could potentially start gaining momentum and netting himself in the top five performers year in and year out.

Maybe if it is a flexible game later in the season. Jaguars and Raiders are in the same boat, have to actual prove things in the win column.
