Assuming that the Panthers don't franchise tag him and allow him to explore free agency, does Caldwell break the bank to try and sign him? it would be amazing to have him and someone like Jalen Ramsey, or Hargreaves as a CB duo to shut down opposing receivers. We could recreate the Legion of Boom here in Jacksonville.

Though I believe Josh Norman will receive the Franchise Tag if he doesn't sign a long term deal in the next couple of weeks, if he doesn't, the Jaguars and a few other teams likely will be in a high scale bidding war for his services. The Jaguars excellent salary cap situation and no state income tax in Florida would likely make the team one of the favorites to land his services if he somehow becomes an UFA.
I wouldn't worry about that.

The salary cap is getting a huge bump to make sure all the cap-strapped teams can keep their players.

The only realistic difference could be Von Miller gets the Exclusive Franchise Tag, with Josh Norman getting the Non-Exclusive Tag.

Dude was all pro and literally shut everyone down he played (and he played everyone Hopkins, Julio twice, Johnson,Watkins, Robinson, Beckham, Thomas in the superbowl). If we can sign him get him.
Remember he was offered a 7 million dollar deal and turned it down and bet on himself. He won.
