That was the lawmaker's intent. Sorry to point out her stupidity.

I think if we make this a federal law, we could wipe out the entire federal deficit. 

 

300 million people in the United States, 100 million men of the appropriate age, once a week on average (teenagers 3 times a day, old folks once a year). 

 

That would bring in 10 billion dollars a week, 520 billion dollars a year.

Could you imagine the traffic of stressed out dudes crossing the Texas border to get to the 1st restroom off of the highway (in Ark. OK, or NM)....... and they'd be all chilled upon their return to Texas.

Imagine the surveillance powers of the NSA used by the IRS and DHHS to monitor this program. Imagine the monitoring device necessary, like a house arrest anklet but correctly placed for the subject matter.
